The motion carried, 6 ayes, 0 nays, and I abstaining. <br /> <br />Ayes: Councilpersons Malone, Bridges, Waters, Skelton, <br />Westergren and Mayor Cline <br />Nays: None <br />Abstain: Councilperson Lindsay Pfeiffer <br /> <br />15. <br /> <br />Council considered hiring a schQol crossing guard for Leo <br />Rizzuto Elementary school. j <br /> <br />. <br /> <br />Mayor Cline stated that a letter from Administrative Assistant <br />Jerry Dennis of the La Porte Independent School District was in <br />the agenda packet stating that he realizes that monies were not <br />budgeted for the school crossing guard, but that the guard was <br />really necessary since the school children are crossing such <br />a dangerous intersection on Farrington Blvd. Mr. Dennis stated <br />that the guard had already been hired even without Council <br />action. The Mayor mentioned that she had received a letter <br />thanking Council for their actions in hiring the guard. Mayor <br />Cline then stated that she.had received a memo from Police <br />Chief Freeman stating that the school crossing guard was <br />completely necessary as he had asked patrolmen to survey the <br />situation. <br /> <br />Bob Herrera then stated that he had spoken with City Manager <br />Owen concerning this problem and Mr. Owen had told the Police ~ <br />department to go ahead and hire a crossing guard, but in a <br />temporary capacity only, until the situation could be assessed <br />and voted on by Council. Mr. Herrera stated that after talking <br />with Lt. La Fitte that the person hired, realized that this was <br />not a permanent position until Council approved or disapproved <br />it. Mr. Herrera stated that since this amount was not <br />budgeted, that the monies (uniform & equipment $248.85 and an <br />annual salary of $4,868.85) would be absorbed in the Police <br />department budget or could possibly be taken from the <br />Contingency Fund. <br /> <br />Chief Freeman then spoke to Council about the survey which <br />was done by the police officers at this intersection. He <br />stated that the need for the guard was completely justified. <br />He stated that the need for this guard was of greater <br />importance even than the crossing at Farrington and Spencer. <br />The traffic was mainly congested when parents brought or <br /> <br />. <br /> <br />... <br /> <br />j <br />
