5. Final Submittal <br />This submittal shall provide proof of <br />completion of design including incorporation <br />of prefinal review comments. The drawings <br />must be checked, signed, and sealed by the <br />designer, Project Manager and Unit <br />Representative. Prints of this submittal are <br />used to obtain concurrence from the City <br />Council to advertise for bids. <br />6. Bid Documents <br />The original tracings and specifications are <br />to be submitted along with sufficient copies <br />to allow the City to complete the bid process. <br />2. <br />Quality Assurance Program <br />The quality assurance (QA) program shall verify <br />equipment, supplies, and work performed comply to the <br />requirements described in the contract documents and <br />assure the integrity of the design as defined by the <br />drawings. It must provide an effective system for <br />ensuring that: <br />- All work is performed in accordance with the <br />engineering requirements. <br />- All equipment is tested throughout development, <br />manufacture, and installation to verify it <br />functions as specified. <br />- Early detection of undesirable conditions <br />and positive corrective action is taken <br />in a timely manner. <br />- Control over the configuration is maintained at <br />all times to define the acceptability of equip- <br />ment as established by design reviews, drawing <br />approvals, and design verification testing and to <br />preserve the configuration during retrofits and <br />modification work. <br />a. The QA program is the responsibility of the Project <br />Manager. Implementation is achieved by assigning <br />responsibility to departmental staff or consultants <br />as deemed most advantageous to the City. <br />25 <br />
