• <br />CITY OF LA PORTE <br />INTER-OFFICE MEMORANDUM <br />July 14, 1986 <br />T0: Jack Owen, City Manager <br />• <br />THRU: John Joerns, Director of omm nity Development <br />FROM: Bob Speake, City Enginee <br />SUBJECT: Proposed Water Line Extension To <br />Lots 1-8 of Block 143 and <br />Lots 17-32 of Block 144 <br />SYNOPSIS <br />The owners of the above referenced property have asked the City to <br />extend water service to their property to serve a proposed plant <br />nursery. They request City cost participation in the project as an <br />exception to standard utility extension policy. No development plan <br />for the property has been submitted to the City. The minimum size <br />main is 8" and routes are available from the north and the west at a <br />cost of $23,000 to $27,000. Staff recommends no City cost <br />participation in the project and no reduction in the minimum allowable <br />size of water main. <br />BACKGROUND <br />1. Informal discussions with Mr. Al Ward, representing Decker McKim <br />Realtors, resulted in letters from the owners June 12 and July 3 <br />(See Exhibits A and B) requesting water service to their property <br />with City participation. No participation formula has yet been <br />proposed by the applicants. <br />2. Standard City utility extension policies require that the <br />developer fund the entire cost of a minimum size fire main, with <br />some reimbursement via future collections of front-foot fees (See <br />Exhibit C). <br />3. The minimum size fire main to serve this proposed commercial <br />development is 8" (See Exhibit D). <br />4. This property can be served via an extension from existing water <br />mains located in the right of ways of North 16th, B, or 8th <br />Streets or Fairmont Parkway. (See Exhibit E) <br />
