Other than the letters submitted by the applicants (Exhibits A and <br />B), staff has little knowledge of the development plan for the <br />property. Development issues not yet settled are: <br />A. The required Development Site Plan and Building Plans have not <br />yet been submitted. <br />B. How the developer plans to gain vehicular access to the <br />property is not yet clear. <br />C. Developer plans for sanitary sewage disposal via port-a-can are <br />questionable. <br />D. The developer plans to place a small portable office building <br />on the property, which is in the 100 year flood plain. City <br />Ordinance 1452 requires that first floors of all <br />non-residential buildings therein be elevated at or above (or <br />flood proofed below) the base flood elevation of 17 feet. <br />Property elevations shown on City topo maps appear to range <br />from 15 to 17 feet. <br />E. The City and Harris County Flood Control District plan major <br />channel improvements to Little Cedar Bayou which crosses this <br />property. New channel right-of-way requirements have not yet <br />been established. <br />F. Little Cedar Bayou has also been designated a conservation area <br />in the city's official Parks and Recreation Map. <br />G. The western half of the property is currently zoned <br />"Residential 2"; the eastern half is zoned "Commercial". <br />H. Other development issues may surface as a part of site plan <br />review. <br />6. The Water and Wastewater Improvement Account had an un-encumbered <br />balance of $62,856.50 for water improvements at June 30, 1986. <br />ANALYSIS <br />1. Staff has determined that the most cost effective means of serving <br />this property is via a route from 16th Street down the north "F" <br />Street right-of-way about 1700 feet at a cost of about $23,000. <br />This route (with future laterals) will serve about 140 acres of <br />vacant land designated for low to mid-density residential usage in <br />the Comprehensive Plan. (See Exhibits E and F). <br />
