An alternative means of serving this property is via an 8" main <br />from North "B" Street down the west side of the SH 146 <br />right-of-way at a cost of about $27,000. This 2200 foot route <br />will serve three blocks of now vacant commercial property fronting <br />on SH 146. (See Exhibits E and F) <br />3. City policies require private developers to completely fund <br />development of their property, including bringing off-site <br />utilities to their projects. In examining this request, staff <br />took the position that this policy also enables the City to <br />concentrate its publically-funded resources in areas where: <br />A. Existing infrastructure needs upgrading; <br />B. New infrastructure contemplated in the Comprehensive Plan is <br />planned; or <br />C.
