• M <br />Minutes, Public Hearings and Regular Meeting <br />La Porte City Council <br />August 10, 1987, Page 2 <br />20 percent being used by Texas Parks and Wildlife Department. <br />Mr. Jackson emphasized that time is critical in this <br />rezoning, as the Parks and Wildlife Department needs to be <br />moved from their present location by September 1. <br />Janet Gray Wahrlich addressed Council to appeal Planning and <br />Zoning's determination of boat storage as a general <br />commercial use and the decision by the Planning and Zoning <br />Commission denying the rezoning change from residential 3 to <br />general commercial. She stated the Planning and Zoning <br />Commission had made the correct decision based on the zoning <br />map they were working with at that time, but since the time <br />of the meeting a substantial amount of research had been done <br />by herself into this matter, and feels that she has facts <br />that would support Council tonight to make a determination <br />that boat storage is a neighborhood commercial use, with <br />conditional screening. She then went on to explain the <br />reasons to support this determination. <br />Eddie Gray addressed Council in support the rezoning to <br />Neighborhood Commercial with a special conditional use <br />permit. <br />Garry Collins, Parks and Wildlife Department, spoke in <br />support of the rezoning. <br />Carl Ferguson, President of the Fairmont Park West Community <br />Improvement Association, spoke in support of the rezoning. <br />The Mayor called for anyone wishing to speak in opposition to <br />the rezoning. No one came forward. <br />The Mayor declared the public hearing closed. <br />Councilperson Shipp returned to the Council table at that <br />time. <br />4. The Mayor opened the public hearing on the request of New <br />Jerusalem Church for a special conditional use permit to <br />allow Church expansion in a residential zone, Block 62, Lots <br />17, 28, 19, 20, Town of La Porte. <br />
