Albrecht, Director of Community Developmen Stan Sherwood, Director of Parks & Recreation SUBJECT: Little Cedar Bayou Park On September 11, 1987 the City opened bids for construction. The apparent low bidder was Gamma Construction with a bid of $1,732,078 and a construction schedule of 240 calendar days. The second low bid was received from Strata Build, Inc., with a bid of 1,782,000, and a construction schedule of 222 days. We have received a recomrnendation from our Park Consultants, S.W.A.,concerning the bids for Little Cedar Bayou Park. S.W.A. is recommending for the rejection of a7.1 bids and for the rebidding of the project through smaller parcels a.e., the buildings as a separate bid, the pool as a separate bid and the sate work as a separate bid. They have suggested that this process would bring several additional_ bidders into the arena, who are speci.alasts in the respective area;, they will be bidding. The net result wi]_1 hopefully be a reduced cost to the City for the park project. Another advantage of the rebidding process is the maintaining of the quality of the Little Cedar Bayou Park. Should we use the existing bids we would need to negotiate to reduce the bid price by reducing the items and quantities, thereby reducing the overall quality of the project. As reflected in the attached recommendations for price reductions. There are some distinct disadvantages to the rebid process, they are as follows: 1. Time loss - the project would not be completed until later in the summer of 1988. The attached rebid schedule reflects a completion date of August 15th, but a more realistic date should be around September 1st.
