~ ~ <br />CITY OF LA PORTS <br />INTER-OFFICE MEMORANDUM <br />OCTOBER 13, 1987 <br />T0: Robert T. Herrera, City Manager <br />FROM: Joel H. Albrecht, Director of Community Developmen <br />Stan Sherwood, Director of Parks & Recreation <br />SUBJECT: Little Cedar Bayou Park <br />On September 11, 1987 the City opened bids for construction. The <br />apparent low bidder was Gamma Construction with a bid of $1,732,078 <br />and a construction schedule of 240 calendar days. The second low <br />bid was received from Strata Build, Inc., with a bid of 1,782,000, <br />and a construction schedule of 222 days. <br />We have received a recomrnendation from our Park Consultants, <br />S.W.A.,concerning the bids for Little Cedar Bayou Park. S.W.A. is <br />recommending for the rejection of a7.1 bids and for the rebidding of <br />the project through smaller parcels a.e., the buildings as a separate <br />bid, the pool as a separate bid and the sate work as a separate bid. <br />They have suggested that this process would bring several additional_ <br />bidders into the arena, who are speci.alasts in the respective area;, <br />they will be bidding. The net result wi]_1 hopefully be a reduced cost <br />to the City for the park project. <br />Another advantage of the rebidding process is the maintaining of the <br />quality of the Little Cedar Bayou Park. Should we use the existing <br />bids we would need to negotiate to reduce the bid price by reducing <br />the items and quantities, thereby reducing the overall quality of the <br />project. As reflected in the attached recommendations for price <br />reductions. <br />There are some distinct disadvantages to the rebid process, they are <br />as follows: <br />1. Time loss - the project would not be completed until later in <br />the summer of 1988. The attached rebid schedule reflects a <br />completion date of August 15th, but a more realistic date <br />should be around September 1st. <br />
