The Mayor presented <br />September, October <br />Curtis Herrod, Mr. <br />with a plaque. <br />the Employee of the <br />and November, 1987, <br />Minor's supervisor, <br />Quarter Award for <br />to Stan Minor. <br />presented Mr. Minor <br />6. The Mayor presented a Certificate of Achievement for <br />Excellence in Financial Reporting to the members of the <br />Finance Department. This is the sixth consecutive year <br />that this Department has achieved this honor. <br />7. Council considered an ordinance rezoning Lots 10-15, Block <br />305, La Porte, from R-3 High Density Residential to NC <br />Neighborhood Commercial. <br />Mark Lewis, Building Inspector, addressed Council regarding <br />this item, and presented zoning maps of the area for <br />Council's review. He also stated that it was the <br />recommendation of the Planning and Zoning Commission and <br />also of staff, that the zoning request be denied. <br />Councilperson Skelton presented a map made previous to the <br />new zoning map, showing that the area had been commercial, <br />and that he felt the change to R-3 on the new map had <br />somehow slipped Council's attention. <br />Motion was made by Councilperson Skelton to adopt the <br />Ordinance to rezone Lots 10-15, Block 305, La Porte. from <br />R-3 High Density Residential to NC Neighborhood <br />Commercial. The motion died for lack of a second. <br />Motion was made by Councilperson Matuszak to deny rezoning <br />of Lots 10-15, Block 305, La Porte, in accordance with <br />staff's recommendation. Second by Councilperson Lloyd. <br />The motion to deny carried, 7 ayes and 1 nay. <br />Ayes: Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Clarke and Mayor Malone <br />Nays: Councilperson Skelton <br />
