The invocation was given by Counci1person Skelton. <br /> <br />3. Mayor Pro Tern Lloyd opened Public Hearing A - Request of <br />Gerald R. Schlott for a special conditional use permit to <br />allow for construction of a secondary dwelling on property <br />zoned as R-1 low density residential at 9401 Belfast, <br />Spenwick Section #2. <br /> <br />Mr. Schlott addressed Council to apprise them of his <br />request and the reasons he wished to have the permit <br />granted. <br /> <br />Joel Albrecht, Director of Community Development, reviewed <br />the request and gave the Planning and Zoning Commission's <br />
