Staff recommendation is <br />to grant the permit. <br /> <br />Members of Council then questioned staff regarding this <br />request. <br /> <br />The Mayor Pro Tem asked for public input regarding this <br />request. There being none, Public Hearing A was closed. <br /> <br />Mayor Pro Tem Lloyd called Public Hearing B to order - <br />Request of Bruce Mikulin for a special conditional use <br />permit to allow for construction of a secondary dwelling on <br />property zoned as R-1 low density residential at 615 South <br />Idaho, Bayfront Addition. <br /> <br />Mr. Miku1in addressed Council regarding his request and <br />stating the difficulties he was having due to an apparent <br />misunderstanding with staff regarding his permits. <br /> <br />Joel Albrecht, Director of Community Development, reviewed <br />the request and noted that indeed, some requirements had <br />been overlooked when Mr. Miku1in applied for his permit. <br />He gave Planning and Zoning Commission's recommendation, <br />which was a split decision: 3 for and 3 against, with one <br />member absent. <br /> <br />After questions from Council members had been answered, the <br />Assistant City Manager addressed Council regarding terms <br />and definitions used in the Zoning Ordinance and the <br />Development Ordinance, and that steps have been taken to <br />make the two consistent with each other. <br /> <br />The City Manager recapped the issue under discussion, and <br />asked what staff's recommendation is. Mr. Albrecht stated <br />that staff's recommendation is to deny the permit. <br /> <br />The Mayor Pro Tem asked for public input. One person had <br />signed up to speak, but declared that her questions had <br />been answered. There was no more public input, and the <br />Mayor Pro Tem declared the public hearing closed. <br />
