Council considered approving the minutes of the public <br />hearing, citizen participation meeting and regular meeting <br />of Council held February 8, 1988. <br /> <br />Motion was made bv Counci1Derson Skelton to approve the <br />minutes of February 8 as presented. Second by <br />Counci1person Porter. The motion carried, 8 ayes and 0 <br />nays. <br /> <br />Ayes: Councilpersons Waters, Matuszak, Porter, Shipp, Gay, <br />Skelton, Clarke and Mayor Pro Tem Lloyd <br />Nays: None <br /> <br />5. Mrs. Barbard Nesvadba addressed Council regarding Community <br />Development Block Grant proposals. She supports a new <br />facility and a specially-equipped van for the S.P.C.R.T. <br />program. <br /> <br />Mr. Nazir Momen, representing Port Auto Truck Stop, <br />addressed Council to request that he be allowed to replace <br />a sign at his place of business that was destroyed during <br />Hurricane Alicia. He had been denied a sign permit because <br />of the existing moratorium on issuing sign permits. Mr. <br />Momen was asked to visit with the City Manager regarding <br />this matter. <br /> <br />Mr. Tommy Stoneman, president of Texas Underground, <br />addressed Council taking issue with the bids for a <br />hydraulic sewer cleaner. <br /> <br />The City Manager asked permission of Council to remove the <br />item regarding bids for a hydraulic sewer cleaner from the <br />consent agenda when that item was addressed, and allow <br />staff the opportunity to present its findings and what <br />actually occurred. <br /> <br />Mrs. Ever1ena Thornton addressed Council regarding the <br />proposed demolition of buildings located on her property <br />and asked that Council reconsider their vote and let her <br />keep her houses. <br /> <br />The City Manager apprised Council that there was an agenda <br />item under administrative reports that could address this <br />
