The Mayor called to order the public hearing of the request <br />of the Fraternal Order of Eagles for a special conditional <br />use permit to allow a parking lot. <br />Joel Albrecht, Director of Community Development, reviewed <br />the request and presented the recommendation of the <br />Planning and Zoning Commission. The Commission's <br />recommendation was that the special conditional use permit <br />be granted, subject to seven (7) specific conditions. <br />Those conditions are: (1) the parking surface, including <br />the existing parking, must be surfaced to control dust; <br />(2) the parking surface must be set back 25 feet from the <br />front property line and ten feet from the exterior side <br />property line; (3) the 7th Street and G Street face of the <br />lot must be screened from public view and the screening <br />plan must be approved by the Director of Community <br />Development; (4) any surfacing of the alley of Block 149 <br />must be approved in advance by the Director of Public <br />Works; (5) no parking lot entrances are to be allowed onto <br />7th Street; (6) the alley will not be used for primary <br />access to the parking lot; (7) a hold harmless release by <br />the Eagles to the City, acceptable to the City of La Porte <br />Attorney's office. <br />The Mayor called for public input. Mr. Dick McDuff, <br />representing the Eagles, addressed Council with the <br />assurance that the Eagles would uphold all conditions set <br />forth in their permit. <br />There was no further public input, and the Mayor declared <br />the public hearing closed. <br />6. Mrs. Judy Nieuwenhuis, representing the Main Street <br />Association, addressed Council regarding the relocation of <br />Jordan Industries to the former Follis Construction <br />building. She implored Council to find a way to prevent <br />this relocation, due to its proximity to residential areas <br />and the potential danger to the residents in that area. <br />Also, she feels the relocation will be detrimental to all <br />the efforts to revitalize the Main Street area. There have <br />been many incidents involving the workers from Jordan <br />Industries, and she feels that it is very undesirable to <br />have them located within the City. <br />
