0 <br />Minutes, Public Hearing and Regular Meeting <br />La Porte City Council <br />March 28, 1988, Page 3 <br />Mr. Charles Young addressed Council regarding the six-month <br />review of the zoning ordinance and map. He asked that the <br />Council look carefully at the rezoning of 8 blocks on <br />Nugent Street that are zoned R-3• Residents in that area <br />feel that these blocks should be zoned R-1 in conformance <br />with the adjoining properties. <br />Ms. Cynthia Rankin, attorney representing Houston Chemical <br />Services, Inc., addressed Council asking them to vote <br />against having a referendum on May 7, and brought to their <br />attention the possible costs of opposing HCS's permit <br />application. <br />Mrs. Cynthia Remick, member of Citizens for a Quality <br />Environment, addressed Council to ask them to vote <br />unanimously in favor of the ordinance calling for a <br />referendum on May 7 regarding opposing HCS's permit <br />application. <br />7. Council considered approving the special conditional use <br />permit for the Fraternal Order of Eagles. <br />Motion was made iluerson Skelton to approve the <br />special conditional use permit for the Fraternal Order of <br />Eagles. Second by Councilperson Porter. The motion <br />carried, 9 ayes, 0 nays, and 1 abstain. <br />Ayes: Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Gay <br />8. Council considered an ordinance vacating, abandoning, and <br />closing a portion of West "K" Street. <br />The ordinance was reviewed by Joel Albrecht. The City <br />Attorney read: ORDINANCE 1580 - AN ORDINANCE VACATING, <br />ABANDONING, AND CLOSING A PORTION OF WEST "K" STREET; <br />RETAINING PUBLIC UTILITY EASEMENTS; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; AND PROVIDING FOR AN EFFECTIVE DATE <br />HEREOF. <br />
