Herrera, City Manager DATE: MAY 31, 1988 <br />FROM: John Joerns, Assistant City Manage ~~~~// <br />Steve Gillett, Public Works Directo <br />SUBJECT: East "E" Street Sanitary Sewer <br />Due to numerous emergency point repairs, the City found it necessary to <br />further investigate conditions of the sanitary sewer line on East <br />"E"Street. On May 5, 1988, the line was televised by Insituform Gulf <br />South, Inc. at our request. As shown by the enclosed videotape, there <br />is very evident heavy deterioration of the concrete line. Most <br />sections of the line have deteriorated to the point of exposing the <br />aggregrate material. Approximately 100 feet of the line has <br />deteriorated to the point of the top of the pipe being corroded away <br />and large cavities being formed in the surrounding earth. This section <br />could collapse at any time. <br />There have been five (5) point repairs made on this line in the past <br />year. Two of these repairs have consisted of replacing sections of <br />line too corroded to allow conventional repair. These two repairs <br />required replacement of approximately 300 feet of pipe. <br />East "E" Street is currently in the design stage of adding curb and <br />gutter and possibly widening of the roadway. Prior to the improvements <br />beginning, this sanitary sewer should be seriously considered for <br />replacement. If this is not done, it is likely a collapse will occur <br />resulting in repairs being made and possible damage done to the new <br />pavement. These repairs can be made this year without affecting the <br />East "E" improvements which are contingent on a future bond sale. <br />Funds were allocated in the budget of the East "E" Street <br />reconstruction project for relocation of utilities. The City could <br />utilize the 1985 General Obligation funds for replacement of the <br />sanitary sewer system and meet the obligations of the tax certificate. <br />Until an engineering estimate is prepared, it is not known if there <br />will be sufficient funds available. <br />The enclosed map indicates the section of line that needs to be <br />replaced. This line consists of approximately 1200 feet of 8" sanitary <br />sewer trunk main on East "E" Street from Iowa to Brownell. <br />
