<br />e <br /> <br />e <br /> <br />Mayor Malone & Councilmembers <br /> <br />-3- <br /> <br />September 21, 1988 <br /> <br />Secondly, in 1984, the City's Parks and Recreation Department <br />administered a total of 47 acres of developed park land. By <br />October, 1988, this same department will be responsible for an <br />additional 74 acres of park land, bringing its maintenance <br />requirements up to 121 acres. This phenomenal development <br />requires that the City pay special attention to the. operating <br />details associated with the professional management of an <br />expanding parkland system. <br /> <br />Thirdly, faced with a mandate from the Harris-Galveston Coastal <br />Subsidence District, the City is charged with the responsibility <br />of converting its water supply from ground water to surface <br />water. Th,iseffort requires the City to incur an additional <br />contractual obligation of approximately $7.25 million or roughly <br />74 percent of the $9.8 million of Texas Water Development Bonds <br />issued to the La Porte Area Water Authority. This cost has to be <br />borne by the utility customer. <br /> <br />The completion of this critical project entails the building of <br />approximately 17 miles of transmission main from Houston's South- <br />east Water Purification Plant as well as an equity ownership in <br />that plant. Planning efforts indicate that the transmission <br />mains be sized for the year 2010. All of these improvements are <br />mandated to be in place by January, 1990 - a deadline imposed by <br />the Harris-Galveston Coastal Subsidence District. <br /> <br />PERSONNEL <br /> <br />In planning for staffing levels in FY 1988-89, a total of 40 new <br />positions were added. Of these, 33 are scheduled to be part-time <br />positions.
