<br />e <br /> <br />e <br /> <br />Mayor Malone & Councilmembers <br /> <br />-4- <br /> <br />September 21, 1988 <br /> <br />Thirty-three of the new positions are the direct result of <br />matured bond programs. Of the remaining seven positions, six <br />will he added upon the annexation of Bayshore Municipal Utility <br />District. The remaining position is the Data Processing <br />Manager/Analyst position. <br /> <br />The Data Processing Manager/Analyst position will facilitate the <br />modernization and conversion of the City's data processing system <br />into a tr'ue management information system. This position was <br />recommended in a Hanagement Information System Study that was <br />conducted in FY 1987-88 and will help ensure maximum utilization <br />of the City's investment in computer technology that was made in <br />198JL <br /> <br />COl~CLUSION <br /> <br />It is expected that through this and future year's commitment to <br />planning, City staff will continue to become more results <br />oriented. This, in turn, will allow us to better position our- <br />selves to be pro-active and decisive in long-range planning. <br />This administration's goal is not simply to "fix" a one year <br />budget problem but instead to take the necessary planning steps <br />to resolve any long-term challenges before they become insur- <br />mountable problems. <br /> <br />Only through careful planning can the City of La Porte position <br />itself to face the challenges created by a global economy which <br />is fast paced and often turbulent. I am confident that planning <br />is the major ingredient needed to successfully propel the City of <br />La Porte into the 1990's. <br /> <br />Finally, I would like to acknowledge a job well done by staff <br />members associated with the planning and design of this budget. <br />In particular, I want to per'sonally extend my appreciation to <br />Finance Director, Jeff Litchfield and his fine staff for doing an <br />outstanding job in helping to prepare the budget. Lastly, but <br />most importantly, :: \v811L to thank this City Council for showing <br />faith and dedication in this year I s budgetary process.
