• • <br />Date: January 18, 1989 <br />Rezoning Request: 89-002 <br />Requested for: Part of tracts 22 & 23 Enoch Brinson Survey <br />Abstract ~~5 (See Exhibit A) <br />Owner: Jennie Reid Estate, Judy Berry, Executrix <br />Change Requested: From Business Industrial (B.I.) to Light <br />Industrial (L.I.) <br />Background: <br />The property in question is located at the southeastern <br />corner of the Hwy 225, Sens Road intersection (see Exhibit <br />A). The tract is comprised of 18.7766 acres. Presently <br />vacant, the property was formerly occupied by an automotive <br />salvage yard. The present B.I. zoning designation was <br />assigned to the property when the City's current zoning <br />ordinance and map were adopted on January 26, 1987. The <br />zoning classification under ordinance 780 was Commercial. <br />As of this date, no specific use has been proposed for this <br />property. The applicant has stated that several prospective <br />tenants have been unable to occupy the property due to the <br />B.I. designation. <br />Analysis: <br />A review of volume II of the Comprehensive Plan reveals that <br />the B.I. designation assigned to this property is the same as <br />proposed by the Comprehensive Plan (see Exhibit B). There <br />have been substantial changes from the zoning <br />classifications orginally proposed for the surronding tracts, <br />as indicated by a comparison between Exhibit B and the City's <br />current zoning map (see Exhibit C). The R-2 and R-3 zones <br />orginally proposed for the area south of the property in <br />question have been eliminated. B.I. and L.I. classifications <br />now dominate in this area. <br />Section 1.1 of the Comprehensive Plan (Volume I) states the <br />purpose of Business Industrial zones is to "buffer heavy <br />industrial activity from residential development...". As <br />originally proposed by the Comprehensive Plan, the section of <br />B.I. zone in question would have served to buffer the <br />adjacent R-2 and R-3 zones primarily from the Southern <br />Pacific tracks and rail yard.
