The Fund has assisted Texas <br />local governments with water projects since 1957. Its <br />purposes have expanded rapidly in recent years, most notably <br />with the passage of the 1985 water plan. That plan was an <br />important milestone for all Texans who care about water <br />management. <br />However, as the enclosed information makes clear, an <br />important part of the 1985 package has not been implemented. <br />Your help is needed to finish the job. <br />We urge you to study the information on the state <br />participation program. An active program of state investment <br />in water supply, water quality, and flood control projects -- <br />in partnership with local governments -- can help cities and <br />districts meet future needs in a cost-effective manner. A <br />sample resolution supporting this program is enclosed. We <br />urge you to adopt it and send a copy to the legislative <br />leadership. With your assistance and support, a strong state <br />water finance role can help other districts as it has helped <br />yours.
