<br />Minutes, Public Hearing <br />La Porte City Council <br />January 8, 1990, Page 2 <br />and Regular Meeting <br /> <br />The Mayor asked for public input. There being none, the <br />public hearing was declared closed. <br />6. Ms. Rene Nowalk addressed Council regarding school zone signs <br />and availability of information from the Municipal Court. <br />7. Council considered an ordinance authorizing designation of the <br />International Cargo Network reinvestment zone. <br />The City Attorney read: ORDINANCE 1672 - AN ORDINANCE <br />AUTHORIZING THE DESIGNATION OF THE INTERNATIONAL CARGO NETWORK <br />REINVESTMENT ZONE; MAKING FINDINGS OF FACT; FINDING COMPLIANCE <br />WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br />Motion was made by Councilperson Gay to adopt Ordinance 1672 <br />as read by the City Attorney. Second by Councilperson Cooper. <br />The motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, McLaughlin, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />8. Council considered an ordinance amending Chapter 16, Oil and <br />Gas Wells, of the Code of Ordinances of the City of La Porte. <br />The City Attorney read: ORDINANCE 1659-A - AN ORDINANCE <br />AMENDING CHAPTER 16, OIL AND GAS WELLS, OF THE CODE OF <br />ORDINANCES OF THE CITY OF LA PORTE; CONTAINING A SEVERABILITY <br />CLAUSE; PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS <br />ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR, AND SHALL, <br />UPON CONVICTION, BE FINED IN ANY SUM NOT TO EXCEED $200.00; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Waters to adopt Ordinance <br />1659-A as read by the City Attorney. Second by Councilperson <br />Clarke. The motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, McLaughlin, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />9. Council considered an ordinance appointing a representative <br />to the Southeast Texas Housing Finance Corporation. <br />Motion was made by Councilperson Skelton to appoint Pat Muston <br />as the representative to the Southeast Texas Housing Finance <br />Corporation. Second by Councilperson Clarke. <br />
