Second by Councilperson <br />Cooper. The motion carried, 8 ayes and 0 nays. <br /> <br />Nays: <br /> <br />Councilpersons Waters, Cooper, Matuszak, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />Mayor Malone the gave the Oath of Office to the newly elected <br />Councilpersons and they took their seats at the Council table. <br />Their certificates of Election were presented to them by the <br />city Secretary. <br /> <br />6. Council considered an ordinance declaring results of a charter <br />amendment election held in the City of La Porte on May 5, <br />1990. <br /> <br />The City Attorney read: ORDINANCE 1699 - AN ORDINANCE <br />DECLARING THE RESULTS OF A CHARTER AMENDMENT ELECTION HELD IN <br />THE CITY OF LA PORTE ON MAY 5, 1990; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />The Ordinance declared that the Charter amendment had passed, <br />286 for and 141 against. <br /> <br />Motion was made by councilperson Skelton to adopt Ordinance <br />1699 as read by the city Attorney. Second by Councilperson <br />Clarke. The motion carried, 8 ayes and 0 nays. <br /> <br />Nays: <br /> <br />CouncilpersonsSutherland, Cooper, Matuszak, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />7. The Mayor called outgoing Councilperson Betty Waters to come <br />forward. He then read a proclamation, signed by all members <br />of the City council, wishing Betty all the best in the future. <br />He then presented her with a plaque in appreciation of her <br />untiring service to the City. <br /> <br />Mrs. Waters addressed each member of Council with words of <br />wisdom and encouragement for their future endeavors. <br /> <br />8. The following persons addressed Council: Charlie HindS, to <br />request sidewalks on "L" Street for use of students at Lomax <br />Elementary and Lomax Jr. High; Pat Muston, to briefly review <br />the Visions '89 report and ask for commitment and guidance <br />from the city. <br />
