Consider Request of Ryan Walsh Company, Inc., for rail turnout <br />easement across City-owned property at North Broadway and "N" <br />Streets. <br />Mr. Jerry McManus, Ryan Walsh, Inc. , addressed the Council and <br />described a project taking place in Morgan's Point and the <br />impact our City-owned property has in their future plans for <br />expansion. City Manager Bob Herrera stated that the City will <br />have to address the problem of conversion of the Mini-bike <br />Park and he will have to visit with the Parks and Wildlife <br />Department to start the process. <br />6. Presentation of 1990 Comprehensive Annual Financial Report. <br />Finance Director Jeff Litchfield introduced Bud Giesinger and <br />Don Adam, K.P.M.G. Pete Marwick, Auditors for the City of La <br />Porte. Copies of the Comprehensive Annual Financial Report <br />for the Fiscal Year Ended September 30, 1990 were passed to <br />the Council for review. Mr. Giesinger spoke to Council and <br />stated in his firm's opinion, is fairly presented in all <br />material respects in relation to the general purpose financial <br />statements. Mr. Giesinger stated to Council that the City of <br />La Porte had received a Certificate of Achievement for <br />Excellence in Financial Reporting 89. Mr. Giesinger reminded <br />Council that the City had received this award for nine years <br />and that we are applying for the same for 1990. Mr. Herrera <br />commended Jeff Litchfield and his staff on a job well done. <br />The Mayor declared a Workshop at 7:18 to discuss item 7. <br />7. Workshop item: Ordinance changing method of calculating <br />residential sewer charges. <br />Finance Director Jeff Litchfield gave an explanation to <br />Council for the proposed change and the impact it would have <br />on our "Over 65 and Fixed Income with Families." <br />Workshop was closed at 7:28 <br />8. Council considered ordinance amending Chapter 26, Article II, <br />Water, And Sewer Disposal," of the Code of Ordinances which <br />was tabled by Councilperson Skelton at the March 11 meeting. <br />
