0 • <br />Minutes, Re -Districting Public Hearing <br />and La Porte City Council <br />August 12, 1991, Page 5 <br />Mayor Malone stated that after everyone has the opportunity <br />to speak, he will recess and let the Re -Districting Committee <br />have a meeting to study the two maps and return to the Council <br />meeting. <br />Bob Capen, Re -Districting Committee Member, spoke next and <br />indicated the changes in the committee map nor the changes in <br />the map Mr. Gay has drawn are significant changes, and the <br />committee was interested in keeping the Black Community intact <br />and not dilute the minority voting power and he hopes this <br />will pass. <br />Mayor Malone asked if anyone in the audience had anything to <br />say. Councilperson Sutherland said Councilperson Cooper has <br />some additional changes to the committee map. <br />Councilperson Cooper stated he and Councilperson Thrower were <br />trying to avoid having their districts divided with half of <br />a street voting in one district and the other half voting the <br />another district. He is proposing a few changes to Rustic <br />Rock, Willmont and adding some homes on Roseberry. <br />Councilperson Cooper said the net increase to his district <br />will be approximately 35 to 40 persons. <br />Councilperson Skelton stated he would like to thank the <br />committee and he thinks you have done a great job. He will <br />not have any problems with any of the lines drawn. He feels <br />the committee has put your heart into it and have come up with <br />some good numbers. Councilperson Skelton does not feel there <br />would be any difference in the vote for the minority district <br />if any of District 5 homes were placed into District 4. He <br />stated those citizens involved do not vote anyway. <br />Councilperson Skelton stated he thinks you have a good map <br />drawn and he likes it. <br />Mayor Malone asked the Re -Districting Committee if Robert <br />Daniel was in agreement with the committee map. The committee <br />answered that it appeared that he was in agreement. <br />Councilperson Gay stated Mr. Daniel was on vacation at this <br />time, and he had spoken to Mr. Daniel and shown him what he <br />had proposed and the map he had drawn. Councilperson Gay <br />indicated Mr. Daniel was in agreement with him and his map. <br />Mayor Malone called for a recess at 6:31 p.m. to give the Re - <br />Districting Committee time to meet. <br />
