Administrative Reports - The City Manager updated Council on <br />carport permit applications received December 26, 1991 through <br />January 8, 1992. There were two applications. One was for <br />17731 Alamo Drive, which was denied due to a conflict with <br />private restriction in Monument Estates. The other, for 701 <br />South Kansas, was denied based on the definition of a carport <br />and its proposed location. The applicant has submitted an <br />amended request, which complies with zoning requirements. It <br />is anticipated that the permit will now be issued. <br />20. Council Action - Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone <br />brought items to Council's attention. <br />21. Council adjourned into Executive Session at 7:35 P.M. to <br />address the following items: (A) Legal - Meet with Special <br />Counsel regarding Houston Chemical Services, Inc./Southern <br />Ionics, Inc.; (B) Legal - Discuss pending litigation with City <br />Attorney; (C) Personnel - Evaluation of City Attorney. Also, <br />item 10 on the Agenda, which was to approve and authorize a <br />contract between the City and McElroy & Sullivan had been <br />requested to be taken to executive session under Legal. <br />Council returned to the Table at 10:05 P.M. <br />The Mayor announced that no action had been taken on items A, <br />B, and D, and that item C had not been discussed. Item 10 was <br />discussed. <br />Item 10 was addressed at this time. <br />The City Attorney read: ORDINANCE 1803 - AN ORDINANCE <br />APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA <br />PORTE AND McELROY & SULLIVAN, L.L.P., ATTORNEYS AT LAW; MAKING <br />VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Clarke to adopt Ordinance <br />1803 as read by the City Attorney. Second by Councilperson <br />Porter. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Skelton, Clarke and Mayor <br />Malone <br />Nays: None <br />
