Motion was made by Councilperson Gay to award the professional engineering services agreement to H. Carlos Smith Engineers and Surveyors, Inc., by adopting Ordinance 1809. Second by Councilperson Skelton. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 8. Council considered an ordinance authorizing the City Manager to execute an agreement with Manning Engineering for professional engineering services for rehabilitation of Hillridge bridge. The City Attorney read: ORDINANCE 1813 - AN ORDINANCE APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA PORTE AND MANNING ENGINEERING CORPORATION, FOR PROFESSIONAL SERVICES FOR THE REHABILITATION OF HILLRIDGE BRIDGE; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Cooper to adopt Ordinance 1813 as read by the City Attorney. Second by Councilperson Thrower. The motion carried, 9 ayes and 0 nays. Council considered an ordinance closing the alley between Lots 1 through 7 and 8 through 14, in Block One of Sylvan Beach First Subdivision. The City Attorney read: ORDINANCE 1814 - AN ORDINANCE VACATING, ABANDONING AND CLOSING THE ALLEY IN BLOCK 1, SYLVAN BEACH, FIRST SUBDIVISION, IN THE JOHNSON HUNTER SURVEY, A-35, LA PORTE, HARRIS COUNTY, TEXAS; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Skelton to adopt Ordinance 1814 as read by the City Attorney. Second by Councilperson Gay. The motion carried, 9 ayes and 0 nays.
