<br />e <br /> <br />e <br /> <br />MINUTES <br />PLANNING & ZONING COMMISSION <br /> <br />MARCH 19, 1992 <br /> <br />Members Present: <br /> <br />Chairman Inge Browder, Commissioners Wayne Anderson, <br />Eugene Edmonds, Doug Martin, Paul Schaider, Betty Waters, <br />Lola Phillips <br /> <br />Members Absent: <br /> <br />None <br /> <br />City Staff Present: <br /> <br />Director of Planning Charles Harrington, Assistant City <br />Manager John Joerns, Planning Secretary Peggy Lee <br /> <br />1) CALL TO ORDER <br /> <br />Meeting was called to order by Chairman Browder at 6:00 PM. <br /> <br />2) APPROVE MINUTES OF THE JANUARY 16, 1992 REGULAR MEETING <br /> <br />A motion was made by Betty Waters and seconded by Lola Phillips to approve the <br />minutes as submitted. All were in favor and the motion passed. <br /> <br />3) APPROVE MINUTES OF THE JANUARY 23, 1992 SPECIAL CALLED MEETING <br /> <br />A motion was made by Paul Schaider and seconded by Eugene Edmonds to approve <br />the minutes as submitted. All were in favor and the motion passed. <br /> <br />4) DISCUSS ZONING ORDINANCE AMENDMENTS AND LICENSING <br />ORDINANCE FOR BED AND BREAKFAST INNS <br /> <br />At the January 16, 1992 meeting, the Commission directed staff to prepare language <br />for a "Licensing Ordinance" for Bed and Breakfast Inns. Mr. Harrington addressed <br />the Commission asking them to consider, for discussion, another alternative for the <br />control and operation of the Bed and Breakfast. <br /> <br />Mr. Harrington stated that staff recommends allowing Bed and Breakfast Inns to be <br />located in the R-1, R-2, and R-3 Zoning Districts with a Special Conditional Use <br />(SCU) permit, and a permitted by right use when located in a General Commercial <br />(GC) District. With the SCD permit, restrictions could be placed to control the <br />number of guest rooms, offstreet parking, maximum length of stay, management/ <br />
