This would also allow the Planning & Zoning Commission <br />and the City Council to better control the location and special circumstances of each <br />facility. <br /> <br />Staff reviewed the guidelines set by other cities and found them to be comparable <br />to what we are proposing. <br /> <br />Eugene Edmonds provided the Commission with a handout he received from a <br />Councilman. This handout addressed several items in the Staff Report. One item <br />noted was for the terminology "inn" not be used when referring to Bed and <br />Breakfasts. A copy of this handout is attached as a part of these minutes. <br /> <br />A straw vote was taken and the Commission voted unanimously to have staff prepare <br />language amending the Zoning Ordinance in accordance with Mr. Harrington's <br />recommendations. <br /> <br />5) STAFF REPORTS <br /> <br />Mr. Harrington addressed the City's Comprehensive Plan. He stated that there <br />appear to be discrepancies between the Plan's intent and actual development patterns <br />in the City. He further added that he sees the Comprehensive Plan as a living <br />document that should grow and evolve with the City. He anticipates the Commission <br />spending a good deal of time in the upcoming year addressing Comprehensive Plan <br />issues. <br /> <br />Mr. Harrington then addressed the issue of staff presentations to the Commission. <br />His plans are to somewhat change the format of presentations. There will be a <br />greater emphasis on inter-department cooperation in the preparation and <br />~. presentation of information to be given to the Commission. <br /> <br />Finally, Mr. Harrington addressed the issue of signage in regards to Bed and <br />Breakfasts. He asked for Commission input regarding size and location of signs. <br />Betty Waters commented that 18" x 24" seems to be a typical size for Bed and <br />Breakfast signs. She mentioned seeing a larger sign in Kemah which was <br />unattractive. Doug Martin asked if signs would have to be located on the building <br />or if they could be freestanding in a yard. Betty Waters stated that signs are <br />commonly located in the yards. Doug Martin requested staff to prepare some <br />example signs in various sizes. <br />
