• • <br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />NOVEMBER 16, 1992 <br />1. <br />2. <br />3. <br />The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell, Jerry <br />Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Public Works Steve <br />Gillett, Planning Director Chuck Harrington, City Engineer <br />Fred Thompson, Human Resources/Purchasing Manager Louis Rigby, <br />Finance Director Jeff Litchfield <br />Others Present: Recipients of Centennial Appreciation <br />Certificates and families; representatives from Uretek USA, <br />Inc.; 10 citizens <br />The invocation was given by Councilperson Porter. <br />Council considered approving the minutes of the regular <br />meeting of Council held October 26, 1992. <br />Motion was made by Councilperson Sutherland to approve the <br />minutes of October 26 as presented. Second by Councilperson <br />Thrower. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor <br />Malone <br />Nays: None <br />4. Centennial Certificates of Appreciation were presented to <br />Cindy Bragg, Doug Latimer and Dottie Kaminski. The Mayor then <br />proclaimed November 19, 1992, as "Great American Smokeout Day" <br />in the City. <br />5. There were no citizens wishing to address Council. <br />6. Council considered an ordinance amending Ordinance 1743, the <br />City of La Porte Health Ordinance, to authorize Harris County <br />to issue citations for violations. <br />The City Attorney read: ORDINANCE 1743-A - AN ORDINANCE <br />AMENDING ORDINANCE NO. 1743, "AN ORDINANCE OF THE CITY OF LA <br />PORTE, PROVIDING FOR THE SALE OF ONLY SOUND, PROPERLY LABELED <br />FOOD; ESTABLISHING SANITATION STANDARDS FOR FOOD PROTECTION <br />
