Members of City Council Present: Mayor Norman Malone, Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell, Jerry Clarke Members of City Council Absent: None Members of City Staff Present: City Manager Bob Herrera, City Attorney Knox Askins, City Secretary Cherie Black, Assistant City Manager John Joerns, Director of Public Works Steve Gillett, Planning Director Chuck Harrington, City Engineer Fred Thompson, Human Resources/Purchasing Manager Louis Rigby, Finance Director Jeff Litchfield Others Present: Recipients of Centennial Appreciation Certificates and families; representatives from Uretek USA, Inc.; 10 citizens The invocation was given by Councilperson Porter. Council considered approving the minutes of the regular meeting of Council held October 26, 1992. Motion was made by Councilperson Sutherland to approve the minutes of October 26 as presented. Second by Councilperson Thrower. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 4. Centennial Certificates of Appreciation were presented to Cindy Bragg, Doug Latimer and Dottie Kaminski. The Mayor then proclaimed November 19, 1992, as "Great American Smokeout Day" in the City. 5. There were no citizens wishing to address Council. 6. Council considered an ordinance amending Ordinance 1743, the City of La Porte Health Ordinance, to authorize Harris County to issue citations for violations. The City Attorney read: ORDINANCE 1743-A - AN ORDINANCE AMENDING ORDINANCE NO. 1743, "AN ORDINANCE OF THE CITY OF LA PORTE, PROVIDING FOR THE SALE OF ONLY SOUND, PROPERLY LABELED FOOD; ESTABLISHING SANITATION STANDARDS FOR FOOD PROTECTION
