• • Minutes, Regular Meeting, La Porte City Council November 16, 1992, Page 2 AND SERVICE; ADOPTING BY REFERENCE TEXAS DEPARTMENT OF HEALTH 'RULES ON FOOD SERVICE SANITATION' AND THE 'RULES ON FOOD SERVICE SANITATION FOR HARRIS COUNTY, TEXAS'; REQUIRING PERMITS FOR THE OPERATION OF FOOD ESTABLISHMENTS; DESIGNATING THE DIRECTOR OF THE HARRIS COUNTY HEALTH DEPARTMENT AS THE HEALTH AUTHORITY; REQUIRING FOOD SERVICE MANAGER CERTIFICATION IN FOOD SANITATION; AND PROVIDING REMEDIES AND PENALTIES FOR VIOLATIONS OF THE ORDINANCE" Motion was made by Councilperson McLaughlin to adopt Ordinance 1743-A with an amendment that a clause be added to be able to close an establishment on the spot if need be. Second by Councilperson Cooper. The City Attorney explained that an ordinance must be voted on as it appears in writing at the time the vote is taken. Motion was made by Councilperson McLaughlin to table item 6. Second by Councilperson Thrower. The motion carried, 6 ayes and 3 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Clarke and Mayor Malone Nays: Councilpersons Porter, Gay and Maxwell Direction from Council was to bring the ordinance back to the December 14 meeting with the added clause. 7. Council considered an ordinance authorizing the City Manager to enter into an agreement with Uretek USA, Inc., for rehabilitation of Coupland Drive, in an amount not to exceed $90,960.00. Mr. Carl Ferm, Executive Vice President of Uretek, addressed Council regarding the process and showed various representative slides. The City Attorney read: ORDINANCE 1874 - AN ORDINANCE APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA PORTE AND URETEK USA, INC., TO REHABILITATE WEST COUPLAND DRIVE; APPROPRIATING $90,960.00 TO FUND SAID CONTACT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF Motion was made by Councilperson Thrower to adopt Ordinance 1874 as read by the City Attorney. Second by Councilperson Sutherland. The motion carried, 9 ayes and 0 nays.
