• • <br />Minutes, Regular Meeting, La Porte City Council <br />November 16, 1992, Page 2 <br />AND SERVICE; ADOPTING BY REFERENCE TEXAS DEPARTMENT OF HEALTH <br />'RULES ON FOOD SERVICE SANITATION' AND THE 'RULES ON FOOD <br />SERVICE SANITATION FOR HARRIS COUNTY, TEXAS'; REQUIRING <br />PERMITS FOR THE OPERATION OF FOOD ESTABLISHMENTS; DESIGNATING <br />THE DIRECTOR OF THE HARRIS COUNTY HEALTH DEPARTMENT AS THE <br />HEALTH AUTHORITY; REQUIRING FOOD SERVICE MANAGER CERTIFICATION <br />IN FOOD SANITATION; AND PROVIDING REMEDIES AND PENALTIES FOR <br />VIOLATIONS OF THE ORDINANCE" <br />Motion was made by Councilperson McLaughlin to adopt Ordinance <br />1743-A with an amendment that a clause be added to be able to <br />close an establishment on the spot if need be. Second by <br />Councilperson Cooper. <br />The City Attorney explained that an ordinance must be voted on <br />as it appears in writing at the time the vote is taken. <br />Motion was made by Councilperson McLaughlin to table item 6. <br />Second by Councilperson Thrower. The motion carried, 6 ayes <br />and 3 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Clarke and Mayor Malone <br />Nays: Councilpersons Porter, Gay and Maxwell <br />Direction from Council was to bring the ordinance back to the <br />December 14 meeting with the added clause. <br />7. Council considered an ordinance authorizing the City Manager <br />to enter into an agreement with Uretek USA, Inc., for <br />rehabilitation of Coupland Drive, in an amount not to exceed <br />$90,960.00. <br />Mr. Carl Ferm, Executive Vice President of Uretek, addressed <br />Council regarding the process and showed various <br />representative slides. <br />The City Attorney read: ORDINANCE 1874 - AN ORDINANCE <br />APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA <br />PORTE AND URETEK USA, INC., TO REHABILITATE WEST COUPLAND <br />DRIVE; APPROPRIATING $90,960.00 TO FUND SAID CONTACT; MAKING <br />VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF <br />Motion was made by Councilperson Thrower to adopt Ordinance <br />1874 as read by the City Attorney. Second by Councilperson <br />Sutherland. The motion carried, 9 ayes and 0 nays. <br />
