Overview <br /> The Housing and Community Development Act of 1974 established the Community <br /> Development Block Grant (CDBG) program to meet the needs of low and moderate income <br /> people. As a result, Harris County .created 'the, Harris County Community Development <br /> Agency (HCCDA) to implement its CDBG program. Since 1975, HCCDA has been awarding <br /> CDBG funds to local government entities and non-profit organizations to provide basic <br /> community improvements and services to residents in its service area. The HCCDA service <br /> area includes the unincorporated portion of Harris County and thoSe cities signing cooperative <br /> agreements with the Co.unty (See attached map of HCCDA service areas). Baytown, <br /> Houston, Pasadena do not participate in the County's CDBG program because they have their <br /> own CDBG programs. <br /> B. Funds Exoected for FY '92 <br /> - <br /> Harris County receives CDBG funds directly from the U. S. Department of Housing and <br /> Urban Development (HUD). The allocation varies each year depending on availability of <br /> ,federal funds. Approximately $5 million is expected to be received from HUD in FY '93. <br /> Proposals significantly greater than $250,000 should, if possible, be presented in terms of <br /> phases that can be implemented over a period of years. <br /> FY '93 CDBG funds are expected to be available September 1, 1993. Social service programs <br /> will receive funds on a reimbursement basis for a one-year period. <br /> II. GENERAL INFORMATION <br /> A. 1993 Statement of Obiectives <br /> The three primary national objectives of the CDBG program are: <br /> 1) to benefit people with low and moderate incomes, <br /> 2) to aid in preventing or eliminating slums and blight; and <br /> 3) to meet other urgent community development needs. <br /> Based on these objectives, HCCDA has developed local objectives to meet the. needs of the <br /> residents it serves. The objectives are: <br /> 1) To meet the most basic public works and housing needs of low and moderate <br /> income people; <br /> 2) To encourage economic development and increased job opportunities; <br />
