Tvoes of Prol!Tams to be Funded <br /> HCCDA awards a large portion of its COBG funds for permanent infrastructure improvement <br /> projects which meet such basic needs as providing adequate sewer systems clean water. <br /> Community group endorsements for public improvement projects should also be included in <br /> proposals. <br /> Proposals with matching funds will be given greater consideration. Applicants are requested <br /> to secure matching funds prior to submitting proposals and attach letters of commitment for <br /> such funds. Social service proposals must include a description of the sources and amounts of <br /> matching funds. For joint projects, letters of support from other agencies involved must <br /> accompany proposals at the time they are submitted. <br /> Priority will be given to social service programs that address the following: 1) youth <br /> development and delinquency prevention; 2) crime prevention; and 3) civic group <br /> development Priority will also be given to demonstration or innovative projects. <br /> 0 <br /> - <br /> C. Economic Develonment Pronosals <br /> HCCDA will consider proposals for economic development projects that create jobs for low <br /> and moderate income people. Proposal guides for economic development projects are <br /> available by request. Call Kevin Carruth at (713) 626-5651 for information. <br /> O. PrOl!Tam Beneficiaries <br /> 1. Construction projects must serve principally (51% or more) low and moderate <br /> income residents, elderly, or disabled persons. Social service (direct benefit) projects <br /> must use CDBG funds only for the benefit of low and moderate income persons. <br /> 2. All facilities or improvements must be located in or near low and moderate income <br /> areas served by HCCDA (HCCDA funds cannot be used to serve residents of or fund <br /> projects in Baytown, Houston, or Pasadena). <br /> 3. If the purpose of the proposed project is to create permanent jobs for low and <br /> moderate income persons, letters of commitment must be provided for specific jobs <br /> to be created or retained for low and moderate income residents. At least 51% of <br /> jobs created or retained must benefit low and moderate income residents (See H.D <br /> above). <br /> 4. HUD defines low and moderate income persons as those residents of a household <br /> whose total annual income does not exceed 80 percent of the median family income <br /> for the area.
