Second by Councilperson Sutherland. The <br />motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Gay, Maxwell and Mayor Pro Tem Clarke <br />Nays: None <br />10. City Manager Bob Herrera had no administrative reports at this <br />time. <br />11.
