<br />Minutes, Public Hearing <br />La Porte City Council <br />August 9, 1993, Page 4 <br />C~ <br />and Regular Meeting <br />City Attorney read: ORDINANCE 1466-D - AN ORDINANCE AMENDING <br />CHAPTER 25, ARTICLE 2, SECTION 23 OF THE CODE OF ORDINANCES OF <br />THE CITY OF LA PORTE, TEXAS; ESTABLISHING SPEED LIMITS IN <br />SCHOOL ZONES BETWEEN 7:00 A.M. AND 9:00 A.M. , AND BETWEEN 2:30 <br />P.M. AND 4:30 P.M. ON SCHOOL DAYS; PROVIDING THAT ANY PERSON <br />VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY <br />OF A MISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN A SUM <br />NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00); PROVIDING A <br />SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Council.,person Maxwell to approve Ordinance <br />1466-D as read by the City Attorney. Second by Councilperson <br />Clarke. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor <br />Malone <br />Nays: None <br />10. Council considered approving ordinance amending chapter 5 of <br />the Code of Ordinances of the City of La Porte, Texas, <br />"Animals and Fowls". <br />City Attorney read: A proviso to Article VII. Baby Chicks <br />Section 5-38. Sale of Baby Chicks, etc., Prohibited; <br />Exception. (a) (add) or by students enrolled in an FFA or FHA <br />program in the public schools. <br />Motion was made by Councilperson Maxwell to delete (a) under <br />definitions of Vicious or Dangerous Animal. The motion died <br />for lack of a second. <br />Motion was made by Councilperson Porter to approve Ordinance <br />93-1922 as presented. Second by Councilperson Thrower. <br />Motion was made by CouncilAerson__Maxwell to amend Article <br />Definitions, Sec. 5-1. Definitions Vicious or Dangerous Animal <br />and delete (a) Any animal which because of its vicious <br />propensity causes a reasonable person to believe that the <br />animal is capable of inflicting serious physical harm or death <br />to human beings and would constitute a _danger to human life or <br />property. Second by Councilperson Thrower. <br />Motion was made by Councilperson Sutherland to amend Article <br />VII. Baby Chicks Sec.5-38. Sale of Baby Chicks, etc.. <br />Prohibited; Exception. (a) It shall be unlawful for any person <br />to sell or offer for sale barter or give away baby chicks, <br />
