<br />L,Z. <br /> <br />e <br /> <br />.. <br />, 1- _" <br /> <br />..-.- -- . <br /> <br /> <br />City of La Porte <br />Established 1892 <br /> <br />December 3, 1992 <br /> <br />Gene Mosley, Executive Assistant <br />Administration Building Room 950 <br />1001 Preston <br />Houston, TX 77002-1891 <br /> <br />Dear Mr. Mosley: <br /> <br />The following generally describes a proposed joint venture with Harris County Precinct 2 <br />and the City of La Porte, whereby, both political entities join forces to rebuild and return <br />to Sylvan Beach a public fishing pier. Should this concept meet with Commissioner <br />Fontena's approval, I will then forward this letter to our City Attorney and ask that he put <br />it in a manner acceptable to county standards. <br /> <br />COUNTY RESPONSIBILITIES <br /> <br />1) Agree to give a long term lease to the City. <br />2) Agree to obtain all necessary permits and keep them current. <br />3) Design the pier and give the plans to the City. <br />4) Agree to supply the materials needed to build the pier. <br /> <br />CIIY RESPONSIBILlTlES <br /> <br />1) Agree to provide management and oversight to pier operation. <br />2) Agree to employ a marine contractor or equivalent to construct building of the pier <br />in accordance with approved design. <br />3) Agree to reimburse the county for fees it pays to obtain permits that allow the pier <br />to be used. <br />4) Purchase insurance policy and name the county as a co-insured. <br />5) Will set-up an escrow account to maintain 2/31s of all monies received from <br />customers that use the. pier. The funds that will go directly to this account will be <br />used to enhance the pier or restore it in the event of a natural or man made <br />disaster. This fund will accumulate monies up to $60,000 after which any amount <br />above the $60,00 will be divided equally between the City and County and not be <br />restricted. <br /> <br />rO.B,1xlll5. bP"rtc.Tex:l-77'572-1!15.
