Mr. <br />Rigby asked for assistance from city Attorney Knox Askins <br />on explanation of this item. Mr. Rigby reported the this <br />board of directors was appointed a number of years ago, <br />and the current board expired in 1986. Mr. Askins <br />explained the board was created during the time the City <br />was doing private activity bonds for its Industrial <br />Development Corporation, and the City was requested to <br />perform with the thoughts that a hospital might be built <br />with private activity bonds in La Porte. Private <br />activity bonds were repealed by the Congress and nothing <br />further came of it, that was chartered as a Texas <br />corporation and if the Council choses to keep that <br />corporation as a shell corporation it is going to take <br />some maintenance time to time. Mayor Malone asked Mr. <br />Askins if it was necessary to keep this board. Mr . <br />Askins stated it was a policy decision for Council to <br />make. He said under present Tax Law, he could see no <br />reason to keep it alive. It will be a very simple matter <br />to reactivate that corporation, where something to come <br />up. Mr. Rigby stated this does not require any action <br />tonight. If Council chooses to reappoint the board we <br />will bring it back to Council for action. Councilperson <br />Sutherland suggested Council should give Mr. Rigby <br />directions tonight so staff will know what to do. Mayor <br />Malone polled Council as to their wishes. Council <br />decided to do away with the La Port Health Facilities <br />Development Corporation board. C.) Director of Planning, <br />Chuck Harrington, reported to Council the status of <br />Harris County's reconstruction and widening of Underwood <br />Road from State Highway 225 to Fairmont Parkway. The <br />first half has been completed and the second section from <br />Pasadena Boulevard to Spencer Highway is currently under <br />construction and the third section from Spencer Highway <br />to Fairmont Parkway the design was completed last year. <br />This portion was on hold as funds were not available to <br />complete the project. That situation has changed and <br />Harris County has let out for bids, the third section of <br />that particular roadway. Harris County had sent the City <br />an agreement asking us to participate in this project by <br />funding the relocation of several utility lines which the <br />City has in the right-a-way of that third section from <br />Spencer to Fairmont Parkway. The amount was $65,000 <br />dollars. The City admitted responsibility but would not <br />commit any monies until Harris county was ready to <br />construct the project. Harris County indicated this <br />commitment would probably not be necessary in the FYI 93- <br />
