There were two citizens wishing to address Council: <br />Mrs. Betty Waters was seeking approval from Council to <br />circulate a petition encouraging retail markets to come to La <br />Porte. The petition seeks to develop local shopping <br />facilities where the needs of our City residents, visitors and <br />persons working in La Porte, might be met without excessive <br />travel. The petition suggests this request will make a wider <br />selection of merchandise sold in the community; increase sales <br />tax revenue; create and expand tax base by constructing <br />additional commercial property within the City; create job <br />availability for the citizens of La Port. Mrs. Waters stated <br />the Planning and Zoning Commission would be supportive to any <br />retail market which wishes to establish in the City of La <br />Porte and asked Council to sign the petition signifying their <br />support in this effort. Mrs. Waters reported this petition <br />will be made available for use to the La Porte Bayshore <br />Chamber of Commerce and SEED to assist them in their efforts <br />to develop local markets. Mayor Norman Malone had signed the <br />petitions when it was presented for Council's review. Mayor <br />Pro Tem Gay, Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Maxwell and Clarke all signed the petition <br />showing their support in this endeavor. <br />Mr. Greg Sills, representing Ducks Unlimited, and several of <br />the fund raising committee members asked Council's assistance <br />in drawing a name of a winner in a recent fund raising contest <br />held by their organization. A barbecue pit was the prize to <br />be given away. Mayor Pro Tem Gay drew Mr. Tony Box's entry <br />ticket, and Mr. Box was declared the winner. Mr. Sills and <br />the Committee for Ducks Unlimited thanked Council for their <br />assistance in allowing the committee to use the council <br />chambers as the public place to hold the drawing. <br />9. Council considered a resolution requesting Harris County <br />Commissioners Court to collect an additional fee on every <br />admission to Sam Houston Race Track. Director of <br />Administrative Services Louis Rigby reported to Council the <br />Sam Houston Race Track is located in Harris County but does <br />not lie within the incorporated limits of any city or town at <br />this time. Therefore, pursuant to the Texas Racing Act, the <br />cities of Harris County may request the Harris County <br />Commissioners Court to assess and collect an additional <br />admission on their behalf. If a majority of the cities in <br />Harris County request Commissioner Court to collect the fee, <br />it will be distributed to each city dependent on racetrack <br />attendance and population of the cities and towns in Harris <br />County. Mr. Rigby also advised Council the City of Houston is <br />trying to annex the property where the Race Track is located. <br />
