Mr. Rankin <br />reviewed the copy of the biannual report from Hams County Health Department which gives a brief <br />inspection history of the food establishments in the City of La Porte. Councilperson Clarke suggested staff <br />continue to send these biannual reports to our Health Authority Doctors, P. J. Mock, Jr., and Abdul R. <br />Moosa, whom Council recently reappointed. <br />City Attorney read: ORDINANCE 96-1743-B - AN ORDINANCE APPROVING AND AUTHORIZING <br />AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LA PORTS AND HARRIS COUNTY, <br />FOR HARRIS COUNTY TO PROVIDE FOOD ESTABLISHMENT SURVEILLANCE SERVICES TO <br />THE CITY OF LA PORTS; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE <br />SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Sutherland to approve Ordinance 96-1743-A as read by the City <br />Attorney. Second by Councilperson Thrower. The motion carried, 8 ayes, 1 nay. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, Porter, Gay, Maxwell, Clarke and Mayor Malone <br />Nays: Councilperson McLaughlin <br />9. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE APPROVING AN <br />AGREEMENT BETWEEN THE CTTY OF LA PORTS AND THE SAN JACINTO BRANCH OF <br />THE GREATER HOUSTON AREA YOUNG MEN'S CHRISTIAN ASSOCIATION, FOR <br />MANAGEMENT OF BROOKGLEN PARK POOL FOR THE 1996 SEASON (96-210 - S. Barr <br />Director of Parks and Recreation Stephen Ban reviewed the summary and recommendation for the request <br />to approve an ordinance confirming an agreement between the San Jacinto Branch of the Greater Houston <br />Area Y.M.C.A. for management of the City of La Porte Brookglen Park for the 1996 swim season. City <br />Manager Robert T. Herrera discussed the clarification standards of operations between Ellis and Associates <br />and the American Red Cross Rules for lifeguards requirements at swimming pools. Mr. Herrera <br />introduced the newly hired Recreation Superintendent Russell Capps who also clarified Ellis and Associates <br />standards for lifeguards. <br />City Attorney read: ORDINANCE 96-2105 - AN ORDINANCE APPROVING, RATIFYING AND <br />CONFIRMING AN AGREEMENT BETWEEN THE CITY OF LA PORTS AND THE SAN JACINTO <br />BRANCH OF THE GREATER HOUSTON AREA YOUNG MEN'S CHRISTIAN ASSOCIATION, FOR <br />MANAGEMENT OF THE CITY OF LA PORTS BROOKGLEN PARK POOL FOR THE 1996 <br />SEASON; APPROPRIATING NOT TO EXCEED $7,524.00; MAKING VARIOUS FINDINGS AND <br />PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made bYCouncilperson Cooper to approve Ordinance 96-2105 as read by the City Attorney. <br />Second by Councilperson Maxwell.
