" <br /> <br />CLOSE PUBLIC HEARING <br /> <br />Mayor Malone closed the public hearing at 6:32 P.M. <br /> <br />7. PUBLIC HEARING - B. CONSIDER AN AMENDMENT TO THE CITY OF LA PORTE ZONING <br />ORDINANCE 1501, REZONING REQUEST R96-004 WITH A SPECIAL CONDITIONAL USE <br />PERMIT. THE APPLICANT'S REQUEST IS FOR A TRUCKING AND TANK TRUCK <br />CLEANING OPERATION ON SOUTH 16TH STREET - G. Rankin <br /> <br />OPEN PUBLIC HEARING <br /> <br />Mayor Malone opened Public Hearing - B at 6:32 P.M. <br /> <br />REVIEW BY STAFF <br /> <br />Director of Planning Guy Rankin reviewed summary and recommendation for an amendment to Ordinance <br />1501, to accommodate a rezone request R96-004, requested by Robert C. Boncosky and a Special <br />Conditional Use Permit SCU96-OO3, for a trucking operation with tank truck cleaning. Mr. Rankin said <br />the Planning and Zoning Commission recommends this request be approved with the eleven conditions <br />presented as Exhibit A attached to the Special Conditional Use Permit 96-003. Mr. Rankin reported to <br />Council the most significant of these is to change 16th Street to a designated truck route. Mr. Rankin and <br />City Manager Robert T. Herrera answered questions from Council. Mr. Herrera assured Council he will <br />be visiting with Commissioner Jim Fonteno to discuss the future growth of 16th Street, because there has <br />been some interest expressed in additional growth in that area of La Porte. <br /> <br />PUBLIC INPUT <br /> <br />There were no citizens wishing to address Council during this public hearing, but a representative of <br />Boncosky Services, Mr. John Boncosky, spoke to Council. Mr. Boncosky reported this company is a tank <br />truck company and has been in business for about 50 years with headquarters in the Chicago area, and they <br />would like to establish a facility in La Porte, Texas. He reported they would employ about 75 to 100 <br />persons, looking at a salary range of about 3 million dollars. This facility would handle general <br />maintenance and tank cleaning. Mr. Boncosky called on the local engineer who has been assisting their <br />company, Fred Thompson, to address Council. Mr. Thompson reported that this company was meeting <br />all the conditions called for in the Special Conditional Use Permit. Mr. Herrera reported the City's <br />Industrial Waste Ordinance is designed with the intent to meet certain criteria set forth by the E.P.A. and <br />also the Texas Natural Resources Commission. The ordinance is updated on a regular basis with the City <br />Council. Mr. Herrera reported this company, like all other companies, will have to follow compliance if <br />they use any of the City's treatment systems. <br /> <br />Mr. Rankin reported one telephone call was received today in opposition to the ordinance change which <br />would grant this permit. The call was from Mr. Charlie Young. <br />
