PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS <br />WISHING TO ADDRESS COUNCIL <br /> <br />There was one La Porte citizen wishing to address Council. <br /> <br />Melton Wolters, 10703 North "H" Street, La Porte, addressed Council regarding the proposed ordinance <br />change for the Lomax Arena. Mr. Wolters asked that Council consider approving the proposed ordinance <br />governing the rental fee policy and schedule for the La Porte Livestock/Rodeo Arena stating that he thinks <br />it will benefit the City, the Association, and the general public. Mr. Wolters complimented Council and <br />staff for their "partner relationship" with the Livestock/Rodeo Association, which he says has been <br />successful. He said hopefully it will exemplify what other organizations need to look at in their <br />relationships with the City. <br /> <br />6. PUBLIC HEARING - A. CONSIDER A RECOMMENDATION FROM THE PLANNING AND <br />ZONING COMMISSION OF THE CITY OF LA PORTE TO AMEND ORDINANCE 1501, THE <br />ZONING ORDINANCE, REGARDING NON-CONFORMING BUILDING, STRUCTURES, USES, <br />AND LOTS. <br /> <br />OPEN PUBLIC HEARING <br /> <br />Mayor Malone opened Public Hearing-A at 6:23 P.M. <br /> <br />REVIEW BY STAFF <br /> <br />Director of Planning Guy Rankin reported the summary and recommendation for proposed amendments <br />to the City's Zoning Ordinance dealing with Non-Conforming Uses, Structures, and Lots. Mr. Rankin said <br />that staff and the Planning and Zoning Commission have worked together to present suggested changes to <br />the ordinance, and he reviewed with Council those suggested changes. <br /> <br />PUBLIC INPUT <br /> <br />Mr. Bill Scott, 1802 Lomax School Road, La Porte, was the first speaker. Mr. Scott presented pictures <br />for Council review which he said shows a situation which the present ordinance should have prevented. <br />Mr. Scott indicated he is in favor of an ordinance change, but this one needs some changes in the content <br />and verbiage before it is presented for a Council vote. <br /> <br />Mr. Steve Valerius, 140 Hazel, La Porte, representing the "Old Highway 146 Committee". Mr. Valerius <br />stated his and the committee's support for the amendments to Ordinance 1501 regarding Non-Conforming <br />Uses, Structures, and Lots. He also stated their belief that these amendments will allow the Board of <br />Adjustment the authority to eliminate non-conforming uses and would give them the ability to place <br />conditions on granting non-conforming uses in the future. He stated the committee's belief that this <br />amendment is a major step forward in cleaning up non-conforming use areas which have become a blight <br />in our community. <br />
