RED RIBBON WEEK - JOYCE SEASE <br /> <br />Mayor Malone proclaimed October 23 through 31, 1997 as Red Ribbon Week. <br />Joyce Sease accepted the proclamation and thanked everyone. In addition, Ms. <br />Sease introduced Eric Adsit who is the student representative for the Crime <br />Stoppers group at La Porte High School. <br /> <br />B. STA Y IN SCHOOL/STAY OFF DRUGS/PLAN FOR LIFE - SGT. <br />DA VlD KOCH <br /> <br />Mayor Malone proclaimed 1997-98 School Year, as Stay in School, Stay Off <br />Drugs and Plan for Life Year. Sgt. David Koch, United States Army, accepted <br />the proclamation and thanked everyone. <br /> <br />C. PLANNING AND ZONING COM'MISSION MEMBER <br />RECOGNIT.ION <br /> <br />Mayor Malone presented a Proclamation to Eugene Edmonds, retiring Planning <br />And Zoning Commission Member. Mr. Edmonds stated he enjoyed serving <br />on the Planning and Zoning Commission and thanked everyone. <br /> <br />5. PETITIONS, REMONSTRANCES, COM'MUNICA TIONS, AND <br />CITIZENS AND TAXPA YERS WISHING TO ADDRESS COUNCIL. <br /> <br />Jan Lawler, 1400 N. IOU', La Porte, Texas 77571, introduced a program for <br />small businesses, community, industry and L.E.P.C. for chemical emergency <br />prepared ness. <br /> <br />Mary McLain, 128 S. 16lh St., La Porte, Texas 77571, signed up to speak. <br />However, when she was called to podium, she opted not to address Council. <br /> <br />6. CONSlDER APPROVAL OR OTHER ACTION REGARDING AN <br />ORDINANCE GRANTING A PERMIT UNDER SECTION 18-A-3 OF <br />ORDINANCE NO. 915, "PIPELINE TRANSPORTATION", BEING <br />CHAPTER 18-A OF THE CODE OF ORDINANCES OF THE CITY OF <br />LA PORTE, TEXAS, DATED NOVEMBER 25, 1975, TO CONSTRUCT A <br />4.5-INCH PIPE LINE FOR THE TRANSPORTATION OF ANHYDROUS <br />AMMONIA, AND AN 18-INCH PIPE LINE FOR THE <br />TRANSPORTATION OF ANHYDROUS HYDROGEN CHLORIDE TO <br />ARCO PIPE LINE COMPANY (O."d. 97-9J5-00) - S.
