<br />e <br /> <br />e <br /> <br />City Council Minutes - Regular Meeting 10-13-97 <br />Page 3 <br /> <br />Public Works Director Steve Gillett reported summary and recommendation <br />regarding request to approve Ordinance to grant a permit under Section 18-A-3 <br />of Ordinance 915, "Pipeline Transportation", being Chapter 18-A of the Code <br />of Ordinances of the City of La Porte, Texas, dated November 25, 1975, to <br />construct a 4.5-inch pipeline for the transportation of anhydrous ammonia, and <br />an 18-inch pipeline for the transportation of anhydrous hydrogen chloride to <br />Arco Pipeline Company. Council had several questions, which were addressed <br />by Mr. Gillett and representatives from Arco Pipeline Company and Bayer <br />Corporation. <br /> <br />City Attorney read: ORDINANCE 97-915-00 AN ORDINANCE GRANTING <br />A PERMIT UNDER SECTION 18-A-3 OF ORDINANCE NO. 915, <br />"PIPELINE TRANSPORTATION", BEING CHAPTER 18-A OF THE CODE <br />OF ORDINANCES OF THE CITY OF LA PORTE, TEXAS, DATED <br />NOVEMBER 25, 1975, TO CONSTRUCT A 4.5-INCH PIPELINE FOR THE <br />TRANSPORTATION OF ANHYDROUS AMMONIA, AND AN 18-INCH <br />PIPELINE FOR THE TRANSPORATION OF ANHYDROUS HYDROGEN <br />CHLORIDE; PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilperson Gay to approve Ordinance 97-915-00 as <br />read by the City Attorney. Second by Councilperson Sutherland. The motion <br />carried, 9 ayes and 0 nays. <br /> <br />Ayes: Councilpersons Sutherland, Engelken, Ebow, McLaughlin, Porter, Gay, <br />Maxwell, Clarke and Mayor Malone. <br />Nays: None <br /> <br />7. CONSIDER APPROVAL OR OTHER ACTION REGARDING A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE, <br />TEXAS EXPRESSING ITS DESIRE TO CHANGE THE POLICY OF THE <br />TEXAS DEPARTMENT OF TRANSPORTATION (TxDot:) FOR CITIES <br />TO INSTALL, MAINTAIN AND OPERATE TRAFFIC SIGNALS <br />WITHIN THEIR CORPORATE LIMITS TO CITIES WITH A <br />POPULATION OF 100,000 OR GREATER (Res. 97-09) - R. Herrera <br /> <br />City Manager Robert T. Herrera reported to Council the summary and <br />recommendation for the City to support a resolution requesting the Department <br />of Transportation (TxDot) to change its policy regarding the size of incorporated <br />cities within which it is responsible for installing, maintaining, and operating <br />tratl"ic signals. Curr~nt policy sets the population at less than 50,000 (latest <br />federal census). The proposal is that the population level be changed to those <br />
