CONSIDER APPROVAL OR OTHER ACTION AUTHORIZING THE <br />CITY MANAGER TO EXECUTE A DEVELOPMENT AGREEM.ENT <br />WITH SUMM_ER WINDS, LLC, JOSEPH G. DOW, PRESIDENT AND <br />EARL W. WILBURN, SECRETARY ACCORDING TO THE <br />RECOM-MENDATION SET FORTH IN TI'IIS AGREEMENT - G. Rankin <br /> <br />Planning Director Guy Rankin presented summary and recommendation to City <br />Council. Mr. Rankin recommended City Council approve the City entering into <br />a Development Agreement which is required before the Final Plat approval for <br />Summer Winds, Section I. The Agreement stipulates that the Developer is to <br />construct approximately 100 feet of Caniff Road, which will be concrete with <br />curbs and gutters. The Agreement also stipulates that the Developer is required <br />to make an additional payment to the City before the approval of Summer <br />Winds, Section 2. In addition, Mr. Rankin addressed Council questions. <br /> <br />Motion was made by Councilperson Porter for the City Manager to be <br />authorized to execute a Development Agreement with Summer Winds. LLC. <br />Joseph G. Dow. President and Earl W. Wilburn. Secretary according to the <br />recommendation set forth in this request. Second by Councilperson Sutherland. <br />The motion carried, 8 ayes, 0 nays. <br /> <br />Ayes: Councilpersons Sutherland, Engelken, Ebow, McLaughlin, Porter, Gay, <br />Clark and Malone. <br />Nays: None <br /> <br />6. CONSIDER A RESOLUTION FOR THE CITY OF LA PORTE TO FILE <br />A .JOINT APPLICATION FOR A GRANT WITI-f THE CRIMINAL <br />.JUSTICE DIVISION, FOR THE CONTINUATION OF THE HARRIS <br />COUNTY ORGANIZED CRIME AND NARCOTICS TASK FORCE (Res. <br />97-10) - B. Powell <br /> <br />Police Chief Bobby Powell presented summary and recommendation to Council. <br />Chief Powell advised Council the Police Department has been in the Task Force <br />since 1989 and brings this Resolution to Council each year. Questions by City <br />Council were addressed by Chief Powell. <br /> <br />Assistant City Attorney read: RESOLUTION 97-10 - A RESOLUTION BY <br />THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, <br />AUTHORIZING AN AGREEMENT TO CONTINUE THE PARTICIPATION <br />
