CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Council persons <br />Guy Sutherland, Chuck Engelken, Bob McLaughlin, Alton Porter, Deotis Gay, <br />Charlie Young and Jerry Clarke. <br /> <br />Members of Council Absent: Howard Ebow. <br /> <br />Members of City Executive Staff and City Employees Present: City Manager <br />Robert T. Herrera, Assistant City Manager John Joems, Assistant City Manager <br />Jeff Litchfield, City Prosecutor Charles Huber, Police Chief Bobby Powell, <br />Public Works Director Steve Gillett, City Secretary Martha Gillett, Planning <br />Director Guy Rankin, City Engineer Doug Kneupper, Parks and Recreation <br />Director Steve Barr, City Manager's Secretary Carol Buttler and Director of <br />Administrative Services Louis Rigby. <br /> <br />Others Present: Peter Griffiths, Ellyn Roof, Steve Valarius Ed Rowe and a <br />number of La Porte Citizens. <br /> <br />2. INVOCA TION - MAYOR NORMAN L. MAWNE <br /> <br />Reverend Bobby Worsham attended the meeting and delivered the Invocation. <br /> <br />3. PETITIONS, REMONSTRANCES, COMMUNlCA TIONS, AND CITIZENS <br />AND TAX P AYERS WISHING TO ADDRESS COUNCa <br /> <br />Ellyn Roof, 1111 Pine Circle, Seabrook, Texas addressed City Council on <br />behalf of the Galveston Bay Foundation. Ms. Roof requested City Council to <br />approve the placement of Dolphin Pilings at Sylvan Beach. Ms. Roof advised <br />Council these pilings could serve multiple uses. <br /> <br />4. CONSIDER DONATION FROM GALVESTON BAY FOUNDATION TO <br />INSTALL DOLPHIN PILINGS ADJACENT TO THE SYLVAN BEACH <br />FISHING PIER - R.T. Herrera <br /> <br />City Manager Robert T. Herrera presented summary and recommendation. Mr. <br />Herrera advised City Council this item was being brought back to CounciJ with <br />a favorable recommendation. <br />
