City Council Minutes — June 14, 1999 — Page 2 <br />Public Input: <br />Mary McLain, 128 S. 16'h Street - Ms. McLain advised Council she never received notice <br />from city regarding this matter. She was seeking clarification if this permit is a renewal <br />or new permit. In addition, Ms. McLain voiced her concerns regarding the recent <br />incident involving Alliance Recovery. <br />Holly Sincox, 320 N. 16'' Street - Provided explanation of previous incident Ms. McLain <br />was addressing. Ms. Sincox informed council they had received 3 violations but they <br />were not related to the incident. <br />Recommendation of staff - Mr. Kneupper recommended approval of this permit. <br />Close Public Hearing - Mayor Pro-Tem Chuck Engelken closed the Public Hearing at <br />6:34 PM. <br />6. Council considered approving a special conditional use permit. <br />Director of Planning Doug Kneupper presented summary and recommendation and <br />answered City Council's questions. <br />Motion was made by Councilperson Sutherland to approve the Special Conditional Use <br />Permit with the following conditions: <br />1. A minor development site plan prepared in accordance with the requirements of <br />the Development Ordinance 1444 shall be submitted for review and approval by <br />the City. <br />2. An EPA permit complying with the refrigerant recycling rules under Section 608 <br />of the Clean Air Act, 1990 shall be furnished to the City. <br />3. Landscaping of the facility shall be required. <br />4. The applicant is responsible for public hearing costs of $106.86. <br />Second by Councilperson Ebow. <br />Motion was made by Councilperson Porter to table the previous motion until a future <br />meeting. Second by Councilperson Griffiths. Motion tabled. <br />Ayes: Ebow, Engelken, Griffiths, Porter, Gay, Young, and Clarke. <br />Nays: None <br />Abstain: Sutherland <br />7. Council considered approving a resolution supporting the establishment of a floodplain <br />management plan for the City of La Porte's application to FEMA for the community <br />rating system. <br />Civil Engineer Roxanne Hayes presented summary and recommendation. The goal is to <br />apply a 5% discount to all flood insurance policies in the city. <br />
