CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:05 p.m. <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Peter Griffiths, Alton Porter, Deotis Gay, Charlie Young, and Mayor <br />Norman Malone. <br /> <br />Members of Council Absent: Councilperson Jerry Clarke. <br /> <br />Members of City Executive Staff and City Emoloyees Present: City Manager Robert T. <br />Herrera, City Attorney Knox Askins, City Secretary Martha Gillett, Assistant City <br />Manager John Joerns, Assistant City Manager Jeff Litchfield, Administrative Assistant <br />Carol Buttler, Director of Public Works Steve Gillett, Director of Administrative <br />Services Louis Rigby, Police Chief Richard Reff, Assistant Finance Director Cynthia <br />Alexander, Director of Parks & Recreation Stephen Barr. <br /> <br />Others Present: Spero Pomonis, Colleen Hicks, Imogene Pulleine, Pat Muston, David <br />Hawes, Mike Mosteit, and a number of citizens. <br /> <br />2. Reverend Walter Pinkney Zion Hill Baptist Church delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Public Hearing <br />on August 9, 1999. <br /> <br />Motion was made by Counciloerson Engelken to aoorove the minutes of the Regular <br />Meeting and Public Hearing as oresented. Second by Councilperson Porter. The <br />motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Young, and Mayor Malone <br />Nays: None <br />Abstain: Gay <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br /> <br />There were no citizens wishing to address Council. <br /> <br />5. Proclamations: <br /> <br />Mayor Malone presented a Proclamation to Imogene Pulleine for Constitution Week. <br />Ms. Pulleine informed City Council this Proclamation would be displayed at the Library <br />during Constitution week. <br />
