City Council Minutes — November 8, 1999 — Page 3 <br />9. Council considered approving an ordinance amending Chapter 22, Article V, "Peddlers, <br />Solicitors and Canvassers", of the Code of Ordinances of the City of La Porte. <br />Chief of Police Richard Reff presented summary and recommendation. <br />City Attorney read: ORDINANCE 1356-A - AN ORDINANCE AMENDING <br />CHAPTER 22, ARTICLE V, "PEDDLERS, SOLICITORS AND CANVASSER', OF <br />THE CODE OF ORDINANCES OF THE CITY OF LA PORTE; PROVIDING A <br />SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY OF A FINE NOT TO <br />EXCEED FIVE HUNDRED DOLLARS ($500.00) FOR EACH VIOLATION; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Clarke to approve the ordinance as presented by <br />Chief Reff. Second by Councilperson Engelken. The motion carried unanimously. <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Gay, Young, Clarke, and Mayor <br />Malone. <br />Nays: None <br />Abstain: None <br />10. Council considered action authorizing the Director of Finance to increase the General <br />Fund Expenditure Budget by $486,223.00 and the General Fund Revenue Projection by <br />$269,750.00, arriving at a net impact of lowering the General .Fund's Fund Balance by <br />$216,473.00. (Ord. 99-2367) <br />Motion was made by Councilperson Young to approve the ordinance as presented by Mr. <br />Litchfield. Second by Councilperson Engelken. The motion carried unanimously. <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Gay, Young, Clarke, and Mayor <br />Malone. <br />Nays: None <br />Abstain: None <br />11. Council considered approving an ordinance amending ordinance 99-1285-0 an ordinance <br />implementing Policeman's Civil Service; establishing classifications; number of <br />authorized positions in each classification. <br />Assistant City Manager Jeff Litchfield presented summary and recommendation and <br />answered questions for City Council. <br />City Attorney read: ORDINANCE 99-1285-0 - AN ORDINANCE AMENDING <br />ORDINANCE NO. 1285, "AN ORDINANCE IMPLEMENTING POLICEMEN'S <br />CIVIL SERVICE; ESTABLISHING CLASSIFICATIONS; NUMBER OF <br />AUTHORIZED POSITIONS IN EACH CLASSIFICATION; CONTAINING A <br />SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING FOR AN EFFECTIVE DATE". <br />
