• • <br />City Council Minutes -February 14, 2000 -Page 3 <br />City Manager Robert T. Herrera reminded council that Southwestern Bell gave the City <br />of La Porte a $5,000 grant. Southwestern Bell has also agreed to move their lines, at no <br />cost, to the City of La Porte and they are going to assist us in moving Reliant Energy's <br />utility lines at no cost. <br />City Attorney read: ORDINANCE 2000-2377 - AN ORDINANCE VACATING, <br />ABANDONING AND CLOSING THE ALLEY OF BLOCK 132, TOWN OF LA <br />PORTS, HARRIS COUNTY, TEXAS; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTNE DATE HEREOF. <br />Motion was made by Councilperson Engelken to approve the ordinance as presented by <br />Mr. Kneupper. Second by Councilperson Young. The motion carried. <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young Clarke and Mayor Malone. <br />Nays: None <br />Abstain: None <br />10. Council considered approving an ordinance authorizing the City to enter into a water <br />service agreement with Lubrizol Corporation and authorize the City Manager to execute a <br />Utility Extension Agreement between the City of La Porte and Lubrizol Corporation. <br />Director of Planning Doug Kneupper presented summary and recommendation and <br />answered questions for City Council. <br />City Attorney read: ORDINANCE 2000-2378 - AN ORDINANCE APPROVING AND <br />AUTHORIZING A WATER SERVICE AGREEMENT BETWEEN THE CITY OF LA <br />PORTS AND LUBRIZOL CORPORATION, FOR PROVISION OF POTABLE <br />WATER SERVICE; MAKING VARIOUS FINDINGS AND PROVISIONS <br />RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTNE DATE HEREOF <br />Motion was made by Councilperson Ebow to approve the ordinance as presented by Mr. <br />Kneupper. Second by Councilperson Gay. The motion carried. <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young Clarke and Mayor Malone. <br />Nays: None <br />Abstain: None <br />11. Council considered approving an ordinance calling the regular annual election of the City <br />of La Porte; calling arun-off election if necessary; designating election precincts and <br />polling places; providing the use of voting machines; appointing election officials; <br />providing for method of dates of early voting; providing for an early voting ballot board; <br />providing for return and canvass of votes of said election. <br />City Attorney Knox Askins presented summary and recommendation. <br />City Attorney read: ORDINANCE 2000-2379 - AN ORDINANCE CALLING THE <br />REGULAR ANNUAL ELECTION OF THE CITY OF LA PORTS; CALLING A RUN- <br />OFF ELECTION IF NECESSARY; DESIGNATING ELECTION PRECINCTS AND <br />
