MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING <br />OF LA PORTE CITY COUNCIL <br />MARCH 27, 2000 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Alton Porter, Peter Griffiths, Deotis Gay, Charlie Young, Jerry Clarke, <br />and Mayor Norman Malone. <br />Members of Council Absent: None <br />Members of City Executive Staff and City Employees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, Assistant City Manager John Joerns, <br />Assistant City Manager Jeff Litchfield, City Secretary Martha Gillett, Director of <br />Planning Doug Kneupper, Director of Parks and Recreation Stephen Barr, Director of <br />Public Works Steve Gillett, Director of Administrative Services Louis Rigby, Police <br />Chief Richard Reff, Assistant Finance Director Cynthia Alexander, City Manager's <br />Administrative Assistant Carol Buttler, Fire Chief Joe Sease, Tax Manager Kathy <br />Powell, Fire Suppression Supervisor Champ Dunham, Purchasing Agent Susan Kelley, <br />City Planner Brad Ellis, Sergeant Mike Edgmon, City Engineer Carlos Martinez, <br />Planning Coordinator Masood Malik, and Accounting Manager Kathy Hutton. <br />Others Present: Paul Martin, Sib Carpenter, Spero Pomonis, Nelda Edgmon, and a <br />number of citizens. <br />2. Reverend Floyd Foshee delivered the Invocation. <br />3. Council considered approving the minutes of the Regular Meeting on February 28, <br />2000. <br />Motion was made by Councilperson Sutherland to approve the minutes of the Regular <br />Meeting as presented. Second by Councilperson Griffiths. The motion carried. <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Young, Clarke, and Mayor <br />Malone <br />Nays: None <br />Abstain: Non <br />Absent: Gay <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br />No citizens wished to address Council. <br />Councilman Deotis Gay arrived at 6:10 PM. <br />
