1/22/01 Minutes — Page 4 <br />The City Attorney read: ORDINANCE 2000-2460-A) — AN ORDINANCE <br />APPOINTING A RE -DISTRICTING COMMITTEE, AND ESTABLISHING ITS <br />POWERS AND DUTIES; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF <br />A motion was made by Council member Charlie Young to appoint James Warren as the <br />District 4 member to the re -districting committee and Norman Cook as the alternate <br />member to District 4 and Paul Berner as alternate to District 5. There was no second to <br />the motion. Councilperson Young withdrew his motion. <br />A motion was made by Mqyor Malone to appoint members to the re -districting <br />committee for each council district. He requested each council member state their <br />appointee. <br />Mayor — Sydney Grant <br />District 1 — Guy Sutheland nominated Betty Waters <br />District 2- Chuck Engelken was not present but Mayor noted his appointment as <br />previously nominated was Betty Stoumbaugh <br />District 3- Howard Ebow nominated Kirby Linscomb, Jr. <br />District 4 — Deotis Gay nominated Charlie Perry. <br />District 5 — Charlie Young nominated Bernard Legrand <br />District 6 — Jerry Clarke nominated Bob Capen <br />At Large Position A — Peter Griffiths nominated Claudia Zapata <br />At Large Position B — Alton Porter nominated Ed Matuszak <br />The motion was seconded by Peter Griffiths. The motion carried. <br />Ayes: Sutherland, Ebow, Griffiths, Gay, Porter, Young, Clarke, and Mayor Malone. <br />Nays: None <br />Abstain: None <br />Councilperson Charlie Young left the meeting at 7:45 P.M. <br />Mayor Malone recessed the meeting for a five-minute break at 7:45 P.M. <br />The meeting reconvened at 8:00 P.M. There were no discussions or action taken during <br />the break. <br />6. Council considered a resolution adopting the Comprehensive Plan Update (Res. <br />2001-01) <br />Planning Director Doug Kneupper presented summary and recommendation and <br />answered Council's questions. Mr. Kneupper noted the following items as <br />recommendations for modifications by the Planning and Zoning Commission: <br />
