• <br />City Council Minutes 7-9-01 -Page 2 <br />David Turnquist - 8503 Ashwyne Ln. La Porte, Texas 77571 a teacher at L.P.I.S.D asked <br />council to consider allowing students to participate in an internship/community services <br />within the city. Mr. Turnquist mentioned that he would like to see email addresses of city <br />employees available on the city's website. Mr. Turnquist left information from the Texas <br />Department of Economic Development. The city would have an Internet homepage once <br />a community profile was completed. <br />5. Council considered approving a resolution adopting the provisions of section 21.002 <br />authorizing members of the governing body of a municipality to serve as volunteers. <br />City Attorney Knox Askins presented summary and recommendation and answered <br />Council's questions. <br />City Attorney read: RESOLUTION 2001-OS - A RESOLUTION ADOPTING THE <br />PROVISIONS OF SECTION 21.002 AUTHORIZING MEMBERS OF THE <br />GOVERNING BODY OF A MUNICIPALITY TO SERVE AS VOLUNTEERS. <br />Motion was made by Councilperson Griffiths to approve Resolution 2001-OS as <br />presented by Mr. Askins. Second by Councilperson Ebow. The motion carried. <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Warren, Young, Clarke, and <br />Malone. <br />Nays: None <br />Abstain: None <br />Council considered approving an ordinance approving and authorizing a Tri-Party <br />Agreement between the City, the TIRZ Board, and the Redevelopment Authority. <br />Assistant City Manger John Joerns presented summary and recommendation and <br />answered Council's questions. <br />City Attorney read: ORDINANCE 2001-2498 - AN ORDINANCE APPROVING AND <br />AUTHORIZING A TRI-PARTY AGREEMENT BETWEEN THE CITY OF LA <br />PORTE, REINVESTMENT ZONE NUMBER ONE, CITY OF LA PORTE, TEXAS, <br />AND THE LA PORTE REDEVELOPMENT AUTHORITY; MAKING VARIOUS <br />FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Young to approve Ordinance 2001-2498 as <br />presented by Mr. Joerns. Second by Councilperson Engelken. The motion carried. <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Warren, Young, Clarke, and <br />Malone. <br />Nays: None <br />Abstain: None <br />7. Council considered approving a rate increase of 4% for collection of containerized <br />commercial solid waste by BFI Waste Systems, Inc. <br />
