• <br />The <br />Welch <br />cO11p~'y Plan Design Evaluation <br />-- Part two of six components of a Model for Health Plan Review <br />~ Plan ©esign Evaluation utilizes the knowledge gained through the <br />previously completed Risk Evaluation and Management review. <br />Armed with a priority list of projects, and a reasonable measure of <br />outcomes, the consultant can begin "drilling down" into the subset <br />categories, that should ultimately generate the most efficient designs <br />customized to the district's workforce. <br />-~' Specific benchmarks used in Plan Design Evaluation include: <br />- Participant awareness <br />- Cost sharing, shifting, and steerage <br />- Demographic design <br />- Needs-based approach <br />- Fulfillment <br />- Industry coverage comparison <br />- Rewards based alternatives <br />We very often find that the design of a plan of benefits does not meet the <br />needs of the majority of the participants. Yet the traditional first reaction is <br />"it will cost more" to make plan changes. <br />After a full review we might discover that it won't cost more to customize a <br />plan. In fact, many expensive provisions of a benefit program can be re- <br />engineered, which allows highly identifiable components to be improved. <br />-- Our worst enemy in Plan Design Evaluation is complacency. Think how <br />much healthcare delivery has changed in the medical, dental, and vision <br />arenas in the last few years, and how little we've done to react to those <br />changes in our plan design. <br />
